Tom McCoy – President/CEO
Tom is a 30 plus year veteran of the industry. He started XILEC Telecommunications 14 years ago after working for 22 years at U S West in various sales, marketing, and regulatory positions.
In the past 14 years he has grown XILEC organically to where it is today. He is involved in the day-day operations of XILEC as well as expanding the role of XILEC in the areas of Telecom Expense Management (TEM), outsourcing IT, and Wireless.
Rick Dubois - General Manager/CFO
Rick has spent over 30 years in the telecom industry, working for U S WEST and Time Warner Telecom. After a hiatus to run his own company in the internet arena, he joined XILEC in 2007. Rick brought an extensive background in sales and service management in addition to his business experience. He was involved in several start-ups and learned a great deal from the experience.

Brad Nielsen - Strategic Account Manager
Brad has had a successful career, for the past 30 years, in the telecom industry. He joined XILEC 9 years ago after working for Qwest Communications for 15 years as a account manager and sales engineer. His focus at Qwest was sales and service to education and government accounts. He is an expert in video systems, broadband applications, and all voice and data networking. Prior to working for Qwest he managed the deployment of DSLAMS for New Edge Networks into Qwest central offices throughout Utah and Idaho. He began his telecom career working for Centel in Las Vegas where he led the company in sales of PBXs to the hospitality industry for several years.
Greg Eades – Director of Wireless Operations
Greg has worked in the wireless industry for the past 15 years, basically since its infancy. Prior to joining XILEC he owned his own wireless company and merged it with XILEC in 2006.
He is expert in all aspects of the wireless industry including cell phones, aircards, embedded laptops, Wireless Expense Management (WEM), and technologies to boost wireless signals in weak signal areas. His customers love him for his personal service. He has extensive experience in serving accounts with as little as 2 phones up to 500 phones. His mantra is, “working for the customer, not the carrier”.
Sean Dunn - Strategic Account Manager
Sean Dunn began his career in telecommunications in 1989 in the mobility market as an Authorized Dealer and in 1997 began a career with AT&T where he held positions in voice services sales, data services sales, and later Field Marketing Manager and Business Development Manager. His responsibilities included negotiating contracts with both customers and internally with AT&T as the customer advocate. He was responsible for managing multimillion-dollar telecommunications accounts and while at AT&T he negotiated over $60,000,000 in telecommunications contracts.
Sean joined XILEC Telecommunications in 2008 and has worked with small and large customers to develop global network solutions, VoIP convergence, Cloud computing solutions, as well as outsourced network management and Telecom Expense Management solutions.
Jim Ackley - Strategic Account Manager
Jim began his career in telecom 21 years ago when he worked for a regional long distance company. After several years he joined XO Communications where he was a perennial top performer. In 2002 he ventured out on his own as a telecom agent and consultant.
Jim brought his wealth of knowledge and consistent success to XILEC in 2009. Jim specializes in helping multi-location customers and associations with their telecommunication needs. Many of his customers take advantage of XILEC’s suite of Telecom Expense Management (TEM) products. His desire to do what is right for his customers along with a tremendous work ethic continue to serve him well.
Kipling Sandoval - Director Business Development
Kipling joined XILEC in May 2004 after working for McLeodUSA for over 3 years where she managed a team of 18+ call center employees providing service to telecom customers.
As a member of the XILEC back office team, she continues to improve processes and procedures with carriers, vendors and customers to ensure the best possible telecommunications experience. Kipling values the relationships she has built with every agent, customer, and carrier. She prides herself on being a professional with a strong worth ethic and high integrity.
Ryan Hopkins – Director Business Development
Ryan joined the XILEC team in May of 2007, bringing 7 years of Telecom experience and knowledge. Ryan provides the XILEC sales staff, both direct and agents, with back office and project management support.
Ryan’s previous telecom experience includes 6 years at XO Communications and 1 year at PaeTec (formally McLeodUSA). Ryan’s time at XO Communications began in Customer Service, working with the Complex Repair Trouble Resolution Team. This team oversaw and managed repair issues for premier/large revenue customers. Later roles at XO included back office sales support, and account management. As an account relationship manager, Ryan managed and supported an account base of customers that billed $5k or higher. While at McLeodUSA he was assigned and managed all pricing requests, implemented all orders/projects, and fielded commission questions/inquiries for multiple agencies.
